Melanesian Spearhead Group Trade Agreement (MSGTA)

The revised MSGTA, based on a negative list approach, can be downloaded here.

The original text of the MSGTA, signed by Solomon Islands in 1993, is also available for download or can be viewed in HTML on PacLII.

A printed booklet, A Guide to Trade in Melanesia (2003), is available from the Department of External Trade. The Guide contains some of the text of the original agreement as well as other information for MSG exporters such as information on rules of origin, quarantine requirements and a schedule of qualifying products.

If you would like to export goods to other MSG countries and benefit from the MSG duty exemption, you will need to fill out a certificate of origin and have it endorsed by the Customs Authority. This certificate can be downloaded from this site and printed out:

A copy of the Agreement Establishing the MSG is also available.
